Job Title: Housing & Infrastructure Coordinator

Reports To: Executive Director

Position Summary
Reporting to the Executive Director, the Housing & Infrastructure Coordinator is responsible for the planning, coordination, and administration of all housing and community infrastructure programs. This role ensures safe, adequate housing, well-maintained infrastructure, and compliance with applicable standards while supporting the needs and priorities of the Matachewan First Nation (MFN) community.

Term: Full-Time, Permanent
Hours of Work: 40 hours per week, Monday – Friday 8:30AM – 4:30PM with flexibility to work on weekends and evenings
Location: Matachewan First Nation
Compensation: $60,000 - $80,000 annually
Benefits: Employer-paid benefits package and enrollment in pension plan
Start Date: As soon as possible

Areas of Responsibility
- Housing Administration

  • Manage housing applications, waitlists, and tenant files in accordance with established policies

  • Develop, update, and implement housing policies and plans

  • Maintain an accurate inventory of all housing units and residents

  • Facilitate housing meetings, community consultations, and presentations

  • Support tenant relations, dispute resolution, and policy enforcement

- Public Works & Infrastructure

  • Coordinate maintenance, repairs, and work orders for all band-owned buildings and infrastructure

  • Conduct regular inspections to ensure compliance with fire, health, and safety standards

  • Assist with planning and oversight of infrastructure services (roads, water, wastewater, street lighting, community buildings)

  • Monitor service delivery such as water systems, waste management, and essential utilities

  • Track inventory of materials, tools, and equipment

- Project & Construction

  • Assist with planning, scheduling, and coordinating new housing construction and renovation projects
  • Work with contractors, suppliers, and subcontractors to ensure projects are completed on time and on budget
  • Monitor construction progress and ensure adherence to quality standards and building codes
  • Support procurement processes, permits, and contract documentation
  • Prepare progress reports for leadership and funders

- Funding, Budgeting & Reporting

  • Research and apply for funding opportunities (e.g. CMHC, ISC, and other government programs)
  • Assist with preparing and monitoring departmental budgets
  • Track expenditures and ensure compliance with funding agreements
  • Prepare reports, proposals, and documentation for internal and external stakeholders

- Community & Stakeholder Engagement

  • Liaise with Chief and Council, the Housing Committee, funders, and community members
  • Address housing needs, concerns, and priorities in a culturally appropriate manner
  • Represent the organization at conferences, training sessions, and housing-related meetings
  • Promote community awareness of housing programs and services

- Administrative & Operational Support

  • Maintain organized filing systems and accurate records
  • Support departmental planning, scheduling, and operations
  • Provide clerical and project coordination support as required
  • Perform other related duties as assigned

Requirements
- Post-secondary diploma or degree in public administration, construction management, property management, or another related field
- Certification in First Nations Housing Management is considered an asset
- 3-5 years of experience in housing, construction, infrastructure, or public works
- Experience working in a First Nations community or organization is considered an asset
- Strong project coordination and organizational skills
- Knowledge of CMHC First Nations housing programs and funding structures
- Budgeting, reporting, and proposal-writing abilities
- Excellent communication and interpersonal skills
- Conflict resolution and tenant relations skills
- Understanding of building codes, construction processes, and infrastructure systems
- Proficiency in Microsoft Office and administrative systems
- Cultural awareness and sensitivity to community needs
- Ability to work both independently and collaboratively
- Valid Ontario Class G Driver’s License and access to a reliable vehicle considered an asset
- Acceptable recent Criminal Record and Vulnerable Sector Check.
- Possess interpersonal skills and enjoy working collaboratively as part of a team
